Dubov was charged with fraud in absentia. Investigators say the damage from Dubov's actions totaled about 76 million of non-redenominated rubles.

The prosecutors believe that Dubov embezzled the funds by violating the trilateral agreement between Finance Ministry, YUKOS' subsidiary Yuganksneftegaz and Volgograd Region administration. Dubov is accused of stealing the funds allocated from the budget to construct housing for military officers.

The court told RAPSI that the hearing will be held in absentia since, according to investigators, Dubov left Russia and. has been put on the wanted list.
