Prison torture victim to receive $800 compensation - Russian court

MOSCOW, May 22 (RAPSI) - The Supreme Court of Russia’s Republic of Kalmykia has upheld a lower court’s ruling ordering the Federal Penitentiary Service (FSIN) to pay 50,000 rubles (nearly $800) in compensation to ex-inmate Akhmed Saliyev, a victim of the colony officers’ tortures, Saliyev’s attorney Victoria Sheveleva has told RAPSI.

The ruling has taken effect.

The plaintiff has initially demanded a 2-million-ruble compensation (over $30,000), but the first-instance court has reduced the compensation amount sum fortyfold. According to the attorney, Saliyev will file a complaint with the European Court of Human Rights (ECHR).

According to case papers, on November 16, 2016, a junior supervision penal colony officer Alexey Mutulov without cause began strangling Saliyev and then hit him in the face and thoracic region.

In 2018, Mutulov was found guilty with abuse of power, received 3 years in penal colony and was prohibited to hold posts in law enforcement bodies for 2 years.
