State Duma adopts bill on blacklist of corrupt officials

MOSCOW, June 7 (RAPSI) – The State Duma passed in the third and final reading on Wednesday a bill on creating a nationwide list of officials, who had been fired because of loss of trust over corruption allegations.

The initiative was drafted by Russia’s Labor Ministry in 2015 and backed by the government in August 2016. The document passed its first reading in the State Duma in December 2016.

The bill is aimed to prevent people sacked for corruption from holding positions in government agencies or corporations.

Under the draft law, Russia’s government would be entitled to determine the procedure for blacklisting officials and their removal from the registry.

The blacklist would include state and municipal officials, military servicemen, law enforcement officials, employees of the Central Bank of Russia, Pension Fund, Social Insurance Fund and Federal Compulsory Medical Insurance Fund.

If the bill is adopted it will take effect on January 1, 2018.

From 2012 to 2015, nearly 1,200 individuals were fired in Russia due to the loss of trust related to corruption, an explanatory note to the document reads.
