Russian government drafts bill on compensations for poor detention conditions

MOSCOW, December 14 (RAPSI) – The Russian government is going to submit to the State Duma a bill stipulating a national mechanism of compensations for inadequate conditions in detention facilities, Deputy Justice Minister and Russia’s representative at the European Court of Human Rights (ECHR) Mikhail Galperin said during the Federation Council’s meeting on Friday.

Under the bill, poor detention conditions include among others breaking of norms of cells’ space and lighting regulations. These issues are usually mentioned in the hundreds of complaints filed with the UN Committee against torture and ECHR, Galperin stated.

He also reminded of the importance of implementing a bill prohibiting placement of suspects and defendants in safety cages in courtrooms. ECHR receives a lot of complaints against these cages, the official added. According to the human rights advocates, the so-called cages and aquariums in courtrooms impede communication between suspects or defendants and their defense, violate the principle of presumption of innocence, and assault human dignity.

Galperin believes that the compensation mechanism and more human conditions will get the solution of several pressing questions connected with protection of human rights in Russia on the national level.
