State Duma backs bailiffs’ right to remove children from citizens deprived of parental authority

MOSCOW, February 13 (RAPSI) – The State Duma passed in the first reading on Wednesday a bill aimed to grant bailiffs the right to remove children from parents whose custody had been revoked or limited even before a representative in law or a second parent appeared to take part in the removal procedure.

According to an author of the bill Oksana Pushkina, children are to be removed only in case it is impossible to hand them immediately to their representatives in law or guardians designated by court decisions, or if a child is searched after. The removed children are to be placed with a specialized organization chosen by the child protection service for no more than a month time, whereas the official representatives or guardians are to be informed of the fact immediately.

The lawmaker insisted that the envisaged amendments to the law are necessary to prevent the cases where children were transferred to other regions or countries before their official representatives could arrive supporting her view with relevant statistics.

The bill submitted to the State Duma in 2017 envisages amendments to the Russian Family Code and a number of other laws.
