Unjust enrichment bill reaches Russia’s State Duma

MOSCOW, July 22 (RAPSI) – Lawmakers representing Just Russia political party headed MP Sergey Mironov have submitted a package of bills on illicit enrichment to the State Duma. The draft laws’ versions have been published on the database of the parliament’s lower house.

Amendments are proposed to the Criminal Code of Russia.

The initiative has been drafted because of inefficiency and insufficiency of the provisions of current anti-corruption legislation, an explanatory note to the bill reads.

The bill fixes the concept of unjust enrichment and introduces punishment for acquisition, use and administration of assets in fee, which significantly exceed the amount of lawful income.

The crime is to be punished with fines of up to a fivefold sum of unjust enrichment, ban on holding certain posts or engaging in certain activities for up to 3 years or imprisonment for up to 2 years for individuals. Officials would face fines of up to a tenfold sum of illicit enrichment with the prohibition to hold certain positions, for up to 3 years or prison sentence of up to 3 years.

Moreover, officials would be obliged to submit information on income and expense of their children of majority age to an employer.

The Russian government has not favored the legislative proposal.
